This does not explain why the majority of ANC members of Parliament or the 95% transformed civil service keep voting for the ANC. Surely they should know the facts and where we will all end up if keep following the pied piper. But they keep voting for the ANC. The mistake that whites make is to judge black behavior agianst white norms. It assumes that blacks see them as individuals with free choice like whites became after many many years of being exposed to democratic principles in a mostly homogeneous population. Whites brought this mindset with them from their motherlands. Blacks see themselves first as members of a tribe, then as members of the same nation and never as members of the mythical Seffrican nation. Black politicians have become masters at subverting western democratic principles for their own selfish benefit.

Remember - a much smaller tax base supported the strongest military in Africa, enabled this country to build its own armaments, vehicles and aircraft; and paid the costs of a sustained war on three fronts for decades. Today's tax base is MUCH larger, yet we're fighting no wars, manufacturing no military infrastructure - indeed, we HAVE no military (army, navy or air force) to speak of... The question we should all be asking is: Where is all this revenue going, if we now have to (but can't) support what were once thriving organisations like ESKOM, SABC, SAA, SAR&H, ATLAS, etc...? What South Africa needs is a genuine citizens' tax revolution, including our refusal to pay ESKOM's ballooning rates, as Kenya's Nairobi population did some years back. Place all taxes in an unbreakable bank account, until the government provides what these rates and taxes are supposed to cover. Private, small organisations sprang up to repair- and maintain roads, drains and power lines; and private bowsers delivered water... OK - so we don't have real leaders in government - we need some real leaders to come forward from the citizenry - bankers, fiscal- and infrastructure experts to get this country on its feet despite the ANC's drive toward self-enrichment and destruction of the national spirit...

A serious flaw in the understanding of universal suffrage, is that most don't see it as "equal opportunity for all" - it's touted as "equal outcome for all"... This erroneous goal is excluded even as a possibility, due in part to the "unequal distribution of ability" (of course, Colonialism's fault); but due also to the unwillingness of many to do the necessary work to achieve a good outcome. If outcome is to be guaranteed whatever the effort, we end up with Marx's and Lenin's society - which, despite proof positive that it cannot work anywhere - is still the nirvana which the SACP hopes to achieve on the back of the ANC, without achieving a single vote in its own name...

They're told that the (white) DA is attacking the DearLeader because of jealousy at his high achievements, his many wives; and of his high standing, and the "respect he commands in the world community". It's these 60% to whom rational people and organisations need to deliver the real message; but attempting to do so is fraught with physical dangers to the 'messengers'. Therein lies the real problem - the debate is shut down before it can get off the ground. If the SABC, for instance, were not also a member of the captured clan, a sustained TV truth-fest would bring understanding and disillusionment to a huge number of important and influential people in communities where this message would have traction. So our DearLeader's strategy is exposed; and his shrewdness and cunning highlighted. Through carrot- and stick methods, he keeps those who could remove him in check; and those who could discuss- and thereby expose him gagged... Universal voting franchise is fast becoming discredited. As fair as it sounds, everybody is equal, the outcome is negative once politicians start using other people's money to buy votes. South Africa is an extreme case because of the small tax base but one sees similar developments in other countries. Maybe the right to vote needs to be earned and not come automatically.

What can one add to such a damning list of corruption? Words fail me. What I do know is that firstly, we can forget the ANC ever cleansing itself. At the last election the ANC received about 60% of the votes. The MPs who went to Parliament to represent these voters supported JZ783 en masse. My read on this is that 60% of the people in Seffrica, mainly blacks, are quite happy and content with the situation as present. Dishonesty, fraud, corruption, etc etc must be their normal default setting. Why else do they keep supporting the ANC? Secondly, why should honest hardworking citizens have to put up with this tyranny of the majority? The present shamocracy is the result of the pressure by the liberal deluded west who pushed for universal suffrage in order to feel good (assuage their guilt for colonialism) instead of doing good by supporting governments that were performing miracles against huge odds. My prediction is that the intra-ANC faction fighting for positions at the trough will intensify as the state's ability to provide services diminish and voters just stay away from the polls. With the Zumafia's desperate attempts to extend Zulu control over the levers of power we can even expect civil war. Separate development should again be looked at with a homeland for whites, self governance for every nation. Let the innate criminal look after themselves and leave honest people to govern themselves in accordance with their own value systems.

In "many other countries" households are provided by multiple bins (colour coded) of either 120 litres or 240 litres. Domestic waste is collected every 2 weeks, even in summer where temperatures reach 36 C. People fill the bins with appropriate garbage bags that are tied to be leak free. You don't find people using shopping bags that are filled with garbage and left open as shown in the picture above. The additional bins are for paper, glass, bio water and bags are also provided for plastics and metal cans. Most of the other bins are collected on a monthly basis except the bio bin, which is collected weekly during the summer months. However, this means that you would have to have place reserved at home to keep 4 or 5 large bins out of sight. Bins are identifiable by a scanning system, weighed and you pay a tax per collection and per kg of water with the domestic bin being the most expensive, hence encouraging recycling. Bins can be left out the evening before collection and collection occurs around 7h30 am. The "big large bins" have been removed, at least in the country where I live, and your only option is to go to the directly to the waste disposal centre where disposal is free, except for the generic domestic waste.... which is weighed and charged for.

The waste collection times should be twice a day. I live in St Julians and especially in Triq Il-Mensija the rubbish situation is horrible. People leave their rubbish out few hours after the collection time and they leave black bags out even those are not collected on that day. There are loads and loads of cats on that street and they rip the bags and eat what they find. The food and other trash is all over the streets. We have also a dog and it's horrible to take him out when he tries to eat everything. And yes we clean after him as well.

We can understand the frustration for many of us expats having to clean up after some irresponsible locals, In Canada things are done properly & according to the law of the land, anyone caught disposing of any house hold rubbish would be liable, but with the help of proper installed cameras as evidence, yes i know some idiot is giving the Gozitans a bad name as a dirty nation, however inside their homes they are as clean as a whistle but outside boy that is a different story for another time for my book on retiring in peaceful tranquil lovely Gozo.

We too live in the vicinity of Qala, and the situation is getting from bad to worse, we hear of many visitors and tourists turning their nose up in disgust to the smell and broken bags all over the streets. It takes foreign residents to clean up the mess as the locals are too stuck up to clean up and make the place look respectable, needless to say QALA COUNCIL we are not amused., read between the lines clean up the place. The problem is the more these local toss posts are told not to chuck rubbish bags at street corners the more they persist, hence CCTV would sort them out with a hefty FINE ! JUST ONE QUESTION, WHAT EVER HAPPENED TO THE GREEN WARDENS? here to-day gone 2-morrow no doubt.

Once, our local council came up with the brilliant idea that collection will be at 14:00, so asked residents to take out garbage bags from 10am onwards. So what do people that work normal office hours do ? Do they have to take vacational leave? Local councils need to be realistic imo. Also, re Swieqi lc, I think its better that residents dispose of garabage in skips, then leaving them in the middle of the streets.

The waste collection system has become too complicated. In particular, the collection of organic waste in tiny white bags is causing more mess than the small amounts collected are worth. Often I see little white bags (at least in my area at Munxar) left out by well-meaning citizens at the wrong time of day because schedules are too complex. These messy bags then lie around for the next collection a week later. Also, as I have often commented before, short term rental unit landlords should be compelled to leave clear instructions about schedules for their tenants, and if necessary deal with rubbish on departure days themselves. After all they are running a for-profit business and they should be responsible for this aspect of their commercial activity, same as catering establishments. In Gozo there is the additional problem of weekend rentals, with mostly Maltese tenants (who should know better) leaving their rubbish all over the place prior to their departure. Sadly, owners of weekend homes in Gozo sometimes behave in this abhorrent manner as well because they are reluctant to bag up their rubbish well and take it with them. It's a problem, but solutions need to be found, eg. Sunday evening waste collection in areas which benefit from weekend tourism.

Why can' they solve the problem simply like many other countries by placing big garbage bins at specific places, so that people can put their garbage bins in them without having stray dogs and cats tearing the bags up. Indeed people cannot always stick to the collection times, but that would avoid a lot of hassle - first the trucks would only have to go to certain spots, then hopefully, there would be less litter all over the place and garbage bags being blown in the middle of the road when there are strong winds. Does it really require a genius to come up with that?

Here in Swatar we have the same problem. Most of the time its these foreigners who just use their apartment to sleep and don't give a damn about the neighborhood and our laws. And since most of them go back home for the weekend, it is not the first time garbage bags are left at the corner for an entire weekend. And to make matters worse, Swatar does not even have its own local council, even though there are more residents than other localities! But hey, we need 20,000 more foreigners , as long as the developers and investors are raking in their millions, who cares about the Maltese people!

Why single out domestic waste dumpers. Get a grip of the restaurantuers who dump their business waste on the street EVERY end of business, to lie in the streets until their garbage truck comes at whatever time.. People don't and will not stand and wait for the unreliable timing of the garbage truck, they have lives to lead, children to prepare for school, jobs to attend. The garbage trucks provide a good service but it does not run to NASA timing programmes.

You are partly right, but whoever lives in swieqi is a swieqi resident and should abide by the regulations so its no excuse really. Maltese or foreign those who throw rubbish out at idd times of the day should be fined. The truth is that Swieqi and the rest of Malta suffers from a general lack of civic sense and discipline and that enforcement is basically non-existant.

Maltese people who take out their rubbish when they're not supposed to with the excuse of 'because the bag is stinking' are egoistic, spoiled, and not too intelligent. It doesn't take much thought to seal organic waste in separate bags before throwing them in the rubbish bag. Of course if they just throw remaining food into the rubbish bin, it's going to stink, but there are solutions, and no rubbish bag needs to stink - not even after 2 days in August, if you dispose of organic leftovers in an intelligent way.

You are quite correct with your comment and meanwhile the vermin/cats and or stray dogs rip the bags apart. The refuse collectors have asked me to place my rubbish 50m away outside a neighbours door on a main road. I like my neighbours and they seem to like me, so why should I insult them because the refuse people are lazy ? I don't live on a narrow road or a cul-de-sac either... Once a year a road sweeper shows up expecting a Christmas tip too. Truly, unbelievable.

Frankly speaking the system sucks. We don't live anymore in past times where men would work, whilst women stay at home and can bring the garbage out just in time. In most modern families both partners work, many with shift systems or flexi hours. This makes it very difficult for many to obey garbage collection times. That is of course besides the point that having all the garbage bags even for a few hours on the road is just a disgusting sight, more like medieval times.
